Who issues it
Domestic issuing authority unconfirmed. A 2023 Swiss notice names Strassenverkehrs- und Schifffahrtsamt des Kantons St.Gallen [Canton St Gallen Road Traffic and Navigation Office] as issuing Swiss boating licences to Liechtenstein residents (source 2).

Do you need a licence?

A 2012 government risk report says Liechtenstein has no navigable waters (source 0). Domestic recreational licence requirements and exemptions could not be confirmed.
