GMDSS equipment, coverage and procedures

GMDSS combines ship equipment, shore services and procedures. SOLAS IV/4 distinguishes nine GMDSS functions from general radiocommunications. Ship-to-shore distress alerting needs two separate, independent means using different services. Distress, urgency, safety and routine traffic have decreasing priority. MAYDAY concerns grave and imminent danger to a vessel or a person requiring immediate assistance; PAN-PAN concerns a very urgent safety message; SÉCURITÉ introduces safety information.

A1 is government-declared VHF radiotelephone coverage with continuous DSC alerting. A2 is corresponding MF coverage outside A1. Since 2024, A3 excludes A1/A2 and depends on continuous alerting coverage of the recognized satellite service supported by the ship earth station carried. A4 is outside A1, A2 and that A3. Polar waters can be A3 with a suitable approved global service. Missing MF equipment does not turn an A2 coverage area into A4.

What is the difference between sea areas A1, A2, A3 and A4?
A1 is government-declared VHF radiotelephone coverage with continuous DSC alerting. A2 is corresponding MF coverage outside A1. What does GOC stand for?
GOC means General Operator’s Certificate; ROC means Restricted Operator’s Certificate and concerns A1 operation. Accepted operator certificates depend on the vessel, equipment, service and national administration. Do not infer that every yacht outside A1 needs a GOC; check the applicable requirements.
What is the difference between Mayday, Pan-Pan and Sécurité?

Is GMDSS still required if I have a smartphone and satellite messenger?
A smartphone or ordinary satellite messenger does not replace approved GMDSS equipment required for a vessel. Recreational-vessel carriage rules depend on national law and the voyage. In actual distress, use any available means to attract attention and obtain assistance.
What is an AIS-SART and how is it different from a radar SART?
A radar SART responds to suitable X-band radar and creates twelve marks extending away from its approximate position; arcs or circles can appear at close range. AIS-SART broadcasts locating information on AIS frequencies, with identity prefix 970. They locate survivors and complement the EPIRB alerting function.
