Canadian boat licence (PCOC)

The Pleasure Craft Operator Card (PCOC) is proof of competency for recreational operation of motor-equipped boats in Canadian waters, including boats with electric motors, personal watercraft and sailboats with auxiliary power. For adults, it sets no PCOC-specific limit on boat length, engine power, distance offshore or daytime boating; youth, local operating and vessel-safety rules still apply.

The Canadian cardWhat the PCOC is

The PCOC is one accepted form of proof of competency for recreational boating. You may already have another accepted document, such as an eligible marine certificate, so check Transport Canada’s list before paying for a course.

On the waterWhat it covers—and the limits

For adults, the PCOC sets no limit on boat length, engine power or distance offshore. It does not limit you to daytime boating. Proof of competency is still required on a boat fitted with a motor, even when that motor is off; local restrictions and vessel-safety requirements still apply.

Recreational boats it covers

  • Motor-equipped boats in Canadian waters
  • Boats with electric motors
  • Personal watercraft and sailboats with auxiliary power

What it does not let you do

  • Override local operating restrictions or vessel-safety requirements
  • Operate a personal watercraft under age 16 outside Nunavut and the Northwest Territories, even with supervision
  • Rely on a PCOC alone for work beyond the limited non-pleasure-vessel operations Transport Canada accepts
AgeUnsupervised engine limit
Under 127.5 kW (10 hp)
Ages 12–1530 kW (40 hp)
Under 16May not operate a personal watercraft, even with supervision
Youth operating limits outside Nunavut and the Northwest Territories. These engine-power limits do not apply when the young operator is accompanied and directly supervised in the boat by someone aged at least 16.

Before you bookRequirements

  • Age: there is no national minimum age to get the card, although providers may set a minimum age for their courses.
  • Experience and medical certificate: neither is required.
  • Identification: check which documents your provider requires before registering; in-person providers verify identity and birth date.

From study to cardHow to get your PCOC

  1. Choose an accredited provider

Check its fees, identification requirements, any course minimum-age policy and test arrangements before you register.

  2. Choose your preparation route

A course is recommended. You can also take a supervised in-person challenge test without one; online candidates complete the approved study guide and its chapter quizzes.

  3. Complete registration

Give the required personal and contact details and complete your provider’s identity checks.

  4. Pass the knowledge test

You need at least 75% to pass. Check your provider’s test arrangements and applicable time limit before you begin.

  5. Receive and carry valid proof

Obtain the temporary proof and permanent card through your provider, then carry valid proof whenever you operate a boat subject to the competency requirement.

Test and preparationThe PCOC knowledge test

You need at least 75% to pass the knowledge test. The online and in-person routes have different preparation arrangements.

Chapter quizzesAt least 80% in each quiz
In-person routeA supervised challenge test is available without a course
Online retakeA second attempt is after 24 hours and within 30 days
After 2 failed online attemptsRepeat the entire timed study guide
Online preparation has its own study and retake rules. Your provider must explain the applicable test time limit before testing.

Examples of topics to prepare—not the full syllabus—include safety, trip planning, weather, equipment, collision avoidance, navigation aids, lights and signals, and emergencies.

Study areaWhat to prepare
SafetyFlotation, falls overboard, capsizing, loading, impairment and required equipment
NavigationCollision avoidance, navigation aids, buoy markings, lights and signals
EmergenciesDistress calls, rescue, cold-water exposure and incidents involving the boat

Before you payProvider fees

Providers set their own prices. Before booking, ask whether the quoted price includes study materials, the test and card services, and what a replacement card costs.

Your next step

Why it works

  • The permanent card is valid for life
  • A supervised in-person challenge test is available without a course
  • The required knowledge centres on practical safety and navigation

Watch for

  • You must carry the original permanent card or an officially issued temporary card, not a copy
  • Youth, local operating and vessel-safety rules still apply
  • Costs and some arrangements vary by provider

Choose an accredited provider, prepare for the knowledge test and carry valid proof when you head out.

Practice questions (with answers)

  1. To which vessels do the COLREGs apply?

    Show answer

Correct answer: C. All vessels on the high seas and connected navigable waters

Rule 1 states the COLREGs apply to all vessels upon the high seas and in all waters connected therewith navigable by seagoing vessels.

  2. According to Rule 2, departure from the COLREGs is permitted when:

    Show answer

Correct answer: B. It is necessary to avoid immediate danger

Rule 2(b) allows departure from the rules when necessary to avoid immediate danger.

  3. A vessel under sail also being propelled by her engine is classified as:

    Show answer

    Correct answer: B. A power-driven vessel

Rule 3(c): a sailing vessel means any vessel under sail provided that propelling machinery, if fitted, is not being used.

  4. A proper look-out must be maintained:

    Show answer

Correct answer: C. At all times

Rule 5 requires every vessel to maintain a proper look-out at ALL times.

  5. In IALA Region A, the port-hand mark colour is:

    Show answer

Correct answer: B. Red, usually can-shaped

Region A: port-hand red, starboard-hand green. Region B: port-hand green, starboard-hand red. Interpret both in the charted conventional direction of buoyage.

  6. The topmark of a West Cardinal mark is:

    Show answer

Correct answer: C. Two cones point to point

Two separate black cones with their points facing each other. The cones must remain clearly separated.

  7. You are entering a river where the chart shows the conventional direction of buoyage is upstream from the sea entrance. What should determine whether a lateral mark is port-hand or starboard-hand?

    Show answer

Correct answer: C. The charted conventional direction of buoyage

Lateral marks are interpreted in the conventional direction of buoyage. The chart, not guesswork, determines which side is port-hand and which is starboard-hand.

  8. You sight a cardinal mark with both cones pointing down and a light showing six quick flashes followed by one long flash. What is the safe action?

    Show answer

Correct answer: C. Pass south of the mark

Two cones down and the 6+1 light rhythm identify a South Cardinal mark, meaning the safe water lies to the south of the mark.

The full guide

With a PCOC, you can operate a recreational motor-equipped boat in Canadian waters, including a boat with an electric motor, a personal watercraft or a sailboat with auxiliary power. For adults, the PCOC itself does not set a maximum boat length, engine power, offshore distance or daylight limit. It is not required for non-motorized boats or in Nunavut and Northwest Territories waters; youth, local operating and vessel-safety rules still apply.

The knowledge test covers safety, boat-handling terms, legal duties, trip planning, equipment, collision avoidance, navigation aids and emergencies. Use this site to practise COLREG rules, IALA buoyage, lights and shapes, and sound signals; study the other syllabus areas with the official material.

Who needs a PCOC

This guide is for recreational operators who need proof of competency to use a motor-equipped boat in Canadian waters. Eligible marine certificates may already be accepted; visitors and renters should check the separate rules that apply to them.

How to get your PCOC

Choose a Transport Canada accredited provider and check its price, identification requirements, test arrangements and applicable time limit. A supervised in-person challenge test is available without a course, and you need at least 75% to pass the knowledge test. Online candidates must complete an approved study guide with at least 3 hours of content across at least 5 chapters and score 80% in each chapter quiz; you may retake the test only once per 24 hours, and 2 failed online knowledge-test attempts mean repeating the timed guide.

PCOC questions and answers

How much does a PCOC cost?
Providers set their own prices. Before booking, ask whether the price includes study material, the test, card delivery and a replacement card.
Is there a national minimum age for a PCOC?
No national minimum age is set for getting the card, although providers may set a course minimum age. Separate youth operating limits still apply.
What happens if you do not pass the PCOC test?
You may retake the test only once per 24 hours. After 2 failed online knowledge-test attempts, you must repeat the entire timed study guide.
Does a PCOC expire?
No. The permanent card is valid for life and does not need periodic renewal.
Do visitors need a PCOC to operate a motorboat in Canada?
Visitors using their own foreign-licensed boat for fewer than 45 consecutive days are exempt when they carry residency evidence. Non-residents may also use a qualifying home-state or country competency document with residency evidence aboard.
Can you use a PCOC for commercial boating?
A PCOC is accepted for certain limited small non-pleasure-vessel operations. Other commercial work requires the further training or certificate that applies to the vessel and operation.
